Dr. Arnold Rafiq is the President of Care for All Foundation, providing strategic leadership and governance to advance the organization’s mission of improving community wellbeing through sustainable, inclusive, and evidence-based development initiatives. His leadership is grounded in equity, ethical practice, and community-led solutions for underserved and marginalized populations. A recognized expert in Water, Sanitation and Hygiene (WASH), Dr. Rafiq has extensive experience designing, implementing, and evaluating WASH interventions in low-resource settings. His work focuses on safe drinking water, improved sanitation, and effective hygiene practices as foundations of public health, dignity, and social development. His expertise spans water quality and filtration, environmental health research, community engagement, behaviour-change strategies, and programme monitoring and sustainability. Beyond WASH, Dr. Rafiq has a strong background in education, capacity building, and public health, supporting initiatives that enhance inclusive education, strengthen local skills, and promote health promotion and disease prevention. He advocates integrated approaches that link health, education, and environmental sustainability to address structural and socio-economic inequalities. Dr. Rafiq is a Lecturer at a Health Sciences University (London Campus) and a Fellow of the Higher Education Academy (FHEA). He holds a PhD in Medical Sciences and Public Health, with additional qualifications in pharmacy, public health, business administration, and human resource management. His multidisciplinary experience enables him to bridge research, policy, and practice while building strong partnerships with NGOs, academic institutions, donors, and international collaborators.
